Hickey said the murals and promotional frames make the package appear large but that Jack's corporate and franchise standards are driving the design. "We really want the whole package ... this is what they want us to go for," Hickey said. She also said other cities sometimes do not count painted murals as signage and that some jurisdictions do not require permits for murals.
Board members asked about hardship and visibility; Hickey replied that the site sits at an intersection and signage is visible from multiple directions. No staff report or alternative design was presented in the hearing record.
The board proceeded to vote. Board members who recorded affirmative votes included Laura Gonzales, Erica Hoover, Tom Holt and Mark Moody.
