City staff and the police enforcement director told the committee on March 26 that they are proposing an amendment to Article 513 of the York City code to allow temporary parking restrictions in neighborhood areas during large, city-declared special events such as major concerts at the York Fairgrounds.
Staff said the amendment would let the city declare specific events that require additional parking enforcement and allow issuance of temporary permits for residents in affected neighborhoods. The presenter said large events are increasing and cited an expected May event (Rock the Country) anticipated to draw about 20,000 attendees and RVs; the intent is to keep neighborhood streets available to residents and prevent event-related spillover parking.
Council members raised concerns about resident inconvenience, mobility-impaired residents and permit pick-up logistics. Staff said they typically provide three to four weeks' notice and two pick-up locations (city hall and the police department); enforcement officers can deliver permits in certain circumstances and staff are exploring electronic or longer-term permit options for frequent-event neighborhoods.
The committee voted to place the ordinance amendment on the April 1 legislative agenda for consideration.
