Treasurer Jefcoat (presented by treasurer's office staff) told the committee on March 26 that an unplanned, extended staff absence in the treasurer's office requires hiring temporary coverage. The office requested carrying forward $10,000 of surplus from the FY2024 budget into FY2025 to cover temporary staffing and other professional services until a union-approved clerk/cashier position can be filled.
The treasurer's office also asked the council to approve authorization for the treasurer and controller to retain outside legal counsel. The solicitor clarified the city solicitor serves those offices but that the treasurer and controller may seek separate outside counsel for specific matters; the committee was asked to approve the authorization per ordinance requirements.
Committee members raised questions about whether the $10,000 would fully staff the office; staff said it would not fully staff the office but would cover interim needs. The committee voted to place the $10,000 amendment and the legal-counsel authorization on the April 1 legislative agenda for full council action.
