Centerville adopts fee changes for Yankee Trace golf course; staff cited rising demand and liability fixes

Centerville City Council on Jan. 13 adopted Ordinance 02-25 to repeal a prior fee schedule and adopt updated rates and rules for the golf course at Yankee Trace, following a presentation by course staff that cited increased rounds, high demand for memberships and market comparisons.
Steve Marino (city presenter) introduced Brian Fennon, first assistant at Yankee Trace and a Class A PGA professional, who outlined proposed changes including a nominal $1 increase to green fees, a $1 reduction in the off-season pull-cart rental rate (to better align with riding-cart pricing), a small annual increase in handicap-fee processing (staff said the Miami Valley Golf Association raised the fee to about $6), adjustments to practice-facility simulator pricing to approach market levels, and a housekeeping reclassification of memberships (consolidating and clarifying the 27-hole and 9-hole options). Fennon told council staff recorded about 78,000 rounds last year, up from roughly 70,000 in 2023, and said some membership categories and benefits were being rebalanced to reflect demand.
Other operational changes the staff recommended and the ordinance adopts include streamlining sales-office hours to weekday business hours for appointment-driven tours (staff said 9 a.m.–5 p.m. in winter with expanded hours in season), limiting daily locker-room rentals to members only, and adopting a card/credit agreement and minimum age for golf-cart rentals. Fennon and staff said they will require cart renters to be 18 or older unless accompanied by a guardian with an acceptable form of authorization to reduce the course's liability; staff noted Yankee Trace is one of the area leaders in youth engagement through the Youth on Course program and that junior participation is growing.
Council members asked for clarification about the range key-fob program (three tiered options loaded with credits; small/medium/large baskets equate to 7/11/15 credits) and hours of operation for the sales office versus the golf shop; staff said the posted sales-office hours will be narrower to ensure a trained salesperson is available for tours, while the shop will remain open until dusk during peak season. No public comments were offered during the hearing.
Council voted to adopt the ordinance. The motion was made and seconded on the record, and council approved the ordinance by voice vote with no opposition.
