Council briefed on new state municipal ethics requirements; members asked to complete training and consider ordinance adoption

City staff briefed the council on Act 171, the state law that expanded municipal-ethics requirements and established training and enforcement guidance for local officials.
Staff said the city had posted the model code and appointed an ethics liaison earlier in the year. The state Ethics Commission has published training materials; staff asked councilors to complete the required online training within 120 days of the Act’s effective date and to provide certificates of completion so the city can record compliance. The training is a roughly 45-minute online module with a short quiz and certificate.
Staff also presented a model ordinance (based on Vermont League of Cities and Towns guidance) to provide procedures for investigation and enforcement at the municipal level. Staff recommended bringing the model ordinance forward for public hearings if the council wishes; the ordinance would provide process for complaints, investigation and remedies consistent with state guidance. No ordinance was adopted at the meeting; staff will schedule training opportunities and return with an ordinance for first reading if the council directs.
