Mark Woodfill, the city’s budget and finance director, explained that the existing statutory expenditure limit increments the 1980 base only by population and CPI and does not reflect modern service-level changes, infrastructure needs or available revenues. “It does cause a significant problem,” Woodfill said, and he noted that most Arizona cities have adopted the home‑rule option to allow the annual budget process to set appropriate spending levels.
Woodfill presented draft publicity pamphlet schedules and a multi‑year projection of exclusions and capital items; staff will submit materials to the auditor general for review if the council moves the measure forward. After opening and closing the required public hearing, the council adopted the resolution for the four‑year home‑rule option; the resolution passed on the record.
