The Stratham School District building committee agreed Wednesday to post a request for proposals for an owner's project manager and to move forward on selecting a construction manager for phase two of the district's building project.
The committee settled on a construction-management contract format using an AIA A133 agreement and asked that responses to the owner's-rep RFP be returned within two weeks, with applications due by April 9. Committee members agreed to schedule interviews the following week, targeting Friday, April 11, to allow the subcommittee to recommend a candidate to the full school board for approval at its April 16 meeting.
The committee discussed why a construction-management approach and an AIA A133 contract are appropriate for the project, noting the format allows the district to start work more quickly while using competitive bidding for subcontract packages. Committee members said the construction manager would solicit and present at least three subcontract bids for major packages when practical, and that the owner's rep (OPM) would review those bids and make recommendations to the owner and OPM.
A subcommittee member asked that the RFP responses be directed to a single office for collection and distribution to the interview team; the group agreed that submissions would be sent to the administrative contact who will then forward them to the entire subcommittee. The committee also agreed to post the RFP on the SMS and SAU websites and to circulate the public link once available.
Public comment during the meeting included a resident, Travis Parker of 10 Mason Drive, who urged the committee to give applicants two weeks to respond. "I believe the two weeks is appropriate for a job this size and I think OPMs won't have a problem pulling that together," Parker said, adding that specifying interview dates in the RFP would help candidates coordinate.
Committee members discussed coordination with Corino (referred to in the meeting as a firm the committee had previously worked with) and whether to invite other construction managers to bid. The group noted board policy DJE requires three quotes for purchases over $10,000 but that the full school board can choose to suspend that policy if it wants to award a sole-source contract. The committee said it would prepare a recommendation to the full school board if it wished to continue the relationship with Corino rather than issue a new RFP for construction management services.
Members also discussed project timing tied to the recently passed bond. Staff said municipal financing steps would be taken so funds are available by July 1 to begin summer work and to cover initial payments to the owner's rep and construction firm as bills come due. Committee members emphasized the need for completed design documents and staged budgets before construction packages are released for competitive bidding; they proposed remaining engaged through the preconstruction and schematic/design-development phases to review budgets and offer advisory input.
The committee chair said staff will post the finalized RFP, circulate links to committee members, and coordinate interviews. With that scheduling in place, the committee moved toward adjournment and held the public-comment period open for the required time under RSA.
