The Monroe County Plan Commission took multiple actions on subdivision-improvement agreements related to Holland Fields and an adjacent three-lot minor subdivision.
Two items — SIA-22-7 (Holland Fields Phase 2) and SIA-22-9 (Holland Fields Phase 1) — were continued to the Plan Commission—s April 15 regular meeting at the petitioners— request so staff and developers can deliver updated as-built documentation, revised construction designs for an intersection curb-and-gutter correction, and an updated engineer—s estimate. Planning staff noted that letters of credit for some phases will expire in mid-April and mid-May, so the continuance was structured to allow the developers time to produce a revised, inflation-adjusted estimate and updated guarantee.
In one related action, the commission approved a performance-period extension for SIA-22-18 (the Holland 3-lot minor subdivision) until June 30, 2026. That extension passed on a roll-call vote. Staff attached specific conditions and required that the petitioner provide by May 20, 2025: (1) engineered construction plans for the missing sidewalk segment and a cost estimate that complies with the CDO inflation requirement; (2) engineered plans that remedy identified nonconforming driveways as needed; and (3) a performance guarantee (letter of credit or cashier—s check) assigned to the updated estimate.
Planning staff described the outstanding technical items: ADA compliance issues in a sidewalk segment along East Holland Drive and incomplete curb-and-gutter at the intersection with South Walnut Street Pike that must be designed and constructed; as-built documentation submitted earlier in 2022 and late 2024 did not meet the updated County Highway Department—s as-built requirements issued in December 2024. Petitioner representatives from Hybrid Investment Group said they would coordinate with the other local developer that constructed adjoining sidewalk and driveway segments to develop a joint solution and provide updated designs and cost estimates.
The commission—s actions gave developers structured time to complete designs, provide updated, inflation-adjusted estimates tied to new performance guarantees, and complete required agency reviews. Planning staff will verify revised estimates and guarantees and will track the petitioners— progress toward final acceptance of roads and public improvements into the county inventory.
