Commission approves Sidwell agreement to bring county GIS online; officials say it will aid broadband mapping

The Colfax County Commission unanimously approved an agreement with Sidwell to publish the county’s geographic information system (GIS) data online and perform spatial-alignment corrections the assessor’s office says are needed.
Joseph Martinez, chief deputy assessor, told the commission the Sidwell work will deploy a web application (using Sidwell’s Portico and ESRI ArcGIS tools) that the public and county departments can use to view parcels and, eventually, click to see owner and public parcel information the county elects to publish. He said the initial year includes setup costs; total five-year pricing quoted for the package is $29,517 after a recalculation by Sidwell.
Commission staff tied the project to the county’s OeB/Obi broadband grant work. The project’s GIS deliverables are part of the grant’s reimbursement schedule; county staff said grant funds are expected to cover the five-year package. Staff told commissioners the funds must be spent by June 30, 2025, and that they are confirming engineering quotes and other grant details with the grant administrator.
Martinez said bringing GIS data online would let residents and agencies view parcel maps on desktop and mobile devices and support other county work such as correcting spatial alignment issues that occur when mapping large, rural counties from a single reference point.
Commissioners voted to approve the Sidwell agreement and move the project forward. County staff said they will follow up to confirm the vendor quote, finalize procurement documentation and submit reimbursements through the grant’s reimbursement system.
