The Winnsboro City Council received an update on the planned strategic‑plan process and the consultant who will support it.
Staff said the plan will address four components: (1) retention and expansion of existing industries and businesses, (2) new business startups and growth, (3) marketing and attraction, and (4) incentives and infrastructure to support the strategy. Staff described a planning team that will include staff, two board members, the EDC chair and co‑chair, the mayor, and a Main Street representative; that group will then select key community leaders and narrow a working committee to seven to ten people.
Staff estimated the consultant charges at $200 per hour and recalled an earlier estimate in the $10,000–$15,000 range; the council previously set aside $20,000 for the project at the end of last fiscal year. Staff proposed a kickoff meeting date of April 11 and estimated three to four months for plan completion.
Councilmembers asked about cost estimates and process; staff said the consultant will help identify additional interview subjects and conduct community surveys. The council did not take a formal vote during the update; the item was presented for information and scheduling.
