Richland County commissioners approve routine minutes, contracts, personnel action and a $15,000 economic development addendum

The Richland County Board of Commissioners on March 25 approved a series of routine and substantive items, including minutes, requisitions, personnel action and several contracts.
Among the approvals: certification of the record of proceedings for March 20, 2025; routine requisitions; an addendum to the county's agreement with RCDG to provide $15,000 a year for additional staffing for the county economic-development function; authorization for trapping on Dayspring for Duane Perry; and a jail elevator repair request. Commissioners also approved a standard agreement with the Ohio Department of Rehabilitation and Correction (ODRC) to coordinate emergency management response with Mansfield Correctional and Richland Correctional, and authorized travel to a Tyler Technologies conference for an auditor staff member.
On personnel matters the board approved termination within the probationary period of an employee, Joe Swank, effective March 24, 2025.
On the elevator repair, county staff said the drive was bad and required replacement; staff noted the jail repair line item would be depleted once $40,000 in repairs are charged to it. Commissioners approved the elevator work as requested.
County Auditor's office requested funds to send Nate McVicker to a Tyler Technologies conference; the auditor asked for $3,981; county staff noted an associated requisition listed $5,000. Commissioners approved the travel request.
The RCDG addendum was presented after a prior request from Ellen Hines, executive director of the chamber, asking for an additional $15,000 a year for economic-development staffing; commissioners approved the additional funding.
Each item was put to a motion and received recorded voice approval from the commissioners present.
