Several board members raised concerns about transparency after learning at this meeting about a payment-fraud incident that staff said involved roughly $881,301.15 and required law-enforcement and legal action.
Chris (board member) asked why the full board was not notified earlier; he said the amount and the timing of the disclosure left directors feeling uninformed. Joanie (staff member) responded that when the district first discovered the incident staff consulted with the board chair and the facilities committee chair and kept the matter confidential while legal and investigative steps were underway; she said the matter was handled through law enforcement and that the district has recovered nearly all of the funds.
Joanie asked for confidentiality while the legal process was ongoing; after the legal proceedings concluded staff told the committee they moved to notify the full board before the matter became public. Several board members said they prefer contemporaneous briefing on security incidents that could materially affect district finances even when legal steps are required. Elizabeth (board member) asked that all board members receive equal access to the same information simultaneously to avoid perceived hierarchies of knowledge. Other board members emphasized that the district should provide timely notice when incidents of this magnitude occur, even if some procedural or legal details must be withheld.
Staff told the committee they had changed internal procedures to close the vulnerability exploited in the fraud and that outside agencies (including state and federal investigators) were involved. On specifics of recovery and the mechanics of the fraud, staff said details remain part of legal proceedings and were therefore not disclosed at length in the committee meeting. The committee requested clearer, routine protocols for notifying the full board of material incidents in the future.
