Fife approves WSP supplement for Port of Tacoma Road Phase 2A construction support; bids due May 5

The City of Fife authorized execution of Supplement No. 11 to the professional-services agreement with WSP to support construction administration, inspection and contractor support for the I‑5 Port of Tacoma Road Interchange Phase 2A project.
Public Works Director Greg Vigoren presented the item and said Phase 1 (shown in blue on project materials) was completed in 2020, and WSDOT completed a separate element (shown in yellow) that added a new southbound on‑ramp. He described Phase 2A as the remaining work (shown in red and white) that the city hopes to start this year. The project went to advertise in early March; Vigoren said bids are due May 5. He estimated construction costs at about $40 million and a total program cost near $60 million including right-of-way and design.
Vigoren said the city’s supplement with WSP will pay consultant costs during construction — construction administration, inspection and design support for contractor requests and RFIs. He noted the supplement amount is likely to be slightly above $5,000,000 (the current budgeted figure) but within the overall budgeted amount for the supplement.
Councilmember Holsey asked when the work would finish; Vigoren said the schedule is constrained by working near the freeway and by WSDOT staging requirements but that, based on typical working days listed in contract documents, the city is looking at completion around the end of 2027 unless a contractor accelerates the timeline. Vigoren also said the city met with prospective contractors at a pre-bid meeting earlier that day and is coordinating closely with WSDOT.
Motion and vote: A motion to approve Resolution 2199 was made and seconded (motion recorded by Councilmember Vergunde and Councilmember Holsey respectively); the resolution passed unanimously.
Why it matters: Phase 2A is a major capital project for the city and a substantial public works investment; construction will affect traffic and require multiagency coordination with WSDOT.
Ending: Staff said they will return with construction and contract updates as bids are received and the city advances to a construction contract.
