The City Manager updated council on March 18 about construction that began this week at the North Levy Road/Frank Albert Road intersection, which required a full closure and created a detour that some neighborhood residents say is producing higher traffic volumes, speed concerns and truck traffic through Radiance.
City Manager Derek Matheson said the closure was required to complete the intersection project and that the official detour directs westbound drivers to use 70th Avenue; nonetheless, some drivers ignore or miss detour signage and continue into Radiance Boulevard before backtracking when they encounter the closure. "We are hearing, quite a bit, especially from the Radiance neighborhood... concerns are traffic, specifically volumes and speeds, as well as heavy trucks on Radiance Boulevard," Matheson said.
Matheson said the police department will increase patrols during school commute times, the city will deploy a JMAR speed‑monitoring device to collect empirical speed data, and staff are responding to social‑media posts and calls to City Hall. He said the detour has been promoted on the city website and social media in the days before closure.
Matheson acknowledged the long Union Pacific trains that sometimes block 70th Avenue and 50th Avenue are an ongoing regional issue the city continues to raise with Union Pacific; he said there is not a local operational fix for train blockages.
Staff asked residents and council to notify the city about unintentional detour bypasses so enforcement and messaging can be targeted; no formal council action was taken.
