Robert Forrest of the Colorado State Patrol told the committee that the task force’s prior recommendations and programs — including the catalytic converter theft prevention work — assisted law enforcement across the state and that catalytic converter thefts have fallen sharply: the patrol reported a 92% drop in catalytic converter thefts in the last year and a 25% year‑to‑date decline in motor vehicle theft.
Committee members did not ask follow‑up questions. The committee voted to send the sunset bill on to the Committee of the Whole with a favorable recommendation by a unanimous roll call (11‑0).
