Fife swears in new councilmember and two police officers; mayor proclaims Daffodil Festival

The Fife City Council administered the oath of office to Summer Andriyuk and accepted remarks from councilors welcoming her to the dais, swore in two new police officers and issued a mayoral proclamation supporting the Daffodil Festival.

Summer Andriyuk took the oath of office before the council after Mayor Kim Roscoe called the meeting to order. The swearing was followed by a brief council photo and remarks by Andriyuk, who said she looked forward to representing the city until the general election in November and to “bringing good transparency, as a representative government for our municipality.” Council members welcomed Andriyuk and encouraged her to ask questions and engage with staff as she transitions into the role.

The council then administered oaths for two recently hired officers. Officer Vincent Ruiz and Officer Lokea Ane each recited the oath to support the constitutions and laws of the United States and the state of Washington, to follow the ordinances of the City of Fife and the Fife Police Department’s law enforcement code of ethics, and to “perform the duties of the position of police officer.” Both officers offered short remarks of thanks to family, colleagues and the community.

Mayor Roscoe also read a proclamation recognizing the Daffodil Festival and its history in the Puyallup Valley, noting Fife’s participation in the festival since 1959 and inviting citizens to join the Grand Floral Street Parade on April 5, 2025. The proclamation described the festival’s origins and declared the city’s support for the 2025 events.
