Kitsap County awards Silverdale Way preservation and stormwater retrofit contract to Miles Resources LLC

Kitsap County commissioners on March 10 voted to award a construction contract to Miles Resources LLC for the Silverdale Way Preservation Overlay and Stormwater Retrofit project in Commissioner District 3.
Theresa Smith, engineering design manager for Kitsap County Public Works (roads division), presented the project and said the work covers roughly 1.2 miles of pavement on Silverdale Way between Buckland Hill Road and Myrie Place and includes portions of Buckland Hill Road. "The project will provide a 3-inch grind and overlay to address the deterioration of approximately 1.2 total miles of existing pavement," Smith said, and added the contract work includes pedestrian curb ramps, removal of a signal-controlled slip lane, and replacement of aging stormwater crossings.
Smith told commissioners the county received six bids and that Miles Resources was the lowest responsible bidder. The package before the board included stormwater pipe replacement (about 145 feet of lateral crossings and other elements), reconstruction of the southwest corner at the Randall Way intersection to remove a slip lane, and upgraded pedestrian features at signalized intersections. She said construction is planned primarily at night, with standard allowed work hours from 6 p.m. to 6 a.m., and one travel lane maintained during working hours. Temporary traffic signals will be used during intersection reconstruction work estimated to last two to four weeks.
Smith identified the funding sources as Kitsap County Public Works Road Fund and the Stormwater Fund and said the total project estimate includes design, construction, contingencies and county construction management. She said the contractor is prepared to mobilize quickly and public outreach (postcards, door-to-door visits and a project web page) is underway.
Commissioners asked about coordination with Central Kitsap Fire & Rescue (Station 51) and about an unrelated signal-timing initiative. Smith said the department coordinated with the fire district and emergency access will be maintained; contractors would halt work to allow emergency vehicle passage if needed. A motion to approve and execute contract KC-one20Four-two5 with Miles Resources LLC was moved and seconded and carried by voice vote.
