Resident urges removal of Enetai from UGA, announces appeal in sewer-line lawsuit

Kathy Lustig, an East Bremerton resident, told the board during general public comment that a petition to remove the Enetai neighborhood from the urban growth area (UGA) has gathered roughly 550 supporters on Change.org since last fall.
Lustig said Enetai has been in the UGA for 27 years and that the neighborhood has not received sewer service despite the UGA designation. She said the City of Bremerton’s proposed comprehensive plan includes a 20-year sewer capital projection of $45,000,000 but that the plan does not provide sewer funding for Enetai; instead the plan would require developers to pay to extend sewer to properties in the UGA.
Lustig said she and neighbors previously litigated the city’s approval of a sewer-line extension without environmental review and that the community bore legal costs; she said the prior case was lost but that she filed an appeal the day of the meeting and that she had already incurred approximately $40,000 in attorney fees. Lustig described herself as a senior on a fixed income who cares for a disabled adult child and urged the board to note the community’s concerns about critical-area protections and sewer access funding.
The board did not take action on the matter during the meeting; Lustig’s comments were made during the public-comment portion of the agenda.
