Board affirms special-revenue contract to deliver Older Americans Act services in Kitsap County

Stacy Smith, director of Kitsap Aging and Long Term Care, asked the board to affirm a special-revenue contract (KC‑169‑25) with the Washington State Department of Social and Health Services’ Aging and Long Term Support Administration for Older Americans Act funding.
Smith told commissioners the contract funds a suite of services for adults over age 60 and unpaid family caregivers and is administered under the county’s area plan. She said the contract term runs January 1, 2025, through September 30, 2026, and asked for affirmation because the contract exceeds $1 million—triggering the board presentation protocol.
Smith described program allocations in the contract. Administrative and direct services include a senior information-and-assistance program (about $243,882, estimated 7,000 hours and roughly 1,800 callers served), a family-caregiver program (about $167,862 for assessments), an ombuds/elder-abuse response allocation (about $10,466 serving long-term-care residential settings), administrative allocation for Kitsap Aging staff (about $151,120), and subcontracted services including home-delivered meals ($258,281 to Meals on Wheels Kitsap for roughly 70,000 meals), community dining ($209,987; about 35,000 meals), nutrition education, legal services ($448,312 to Northwest Justice Services), and a wellness contract (about $16,007.76 to SoundSelf for aging-wellness workshops and communications). Smith summarized the total contract figure in the presentation as approximately $1,779,000.
Commissioner Reid moved to execute the contract; the board seconded and affirmed the revenue contract by voice vote. The chair announced the motion carried.
Smith said older adults are the county’s fastest-growing demographic, representing 31% of the population in the 2020 census cited in the area plan. She provided contact information for Kitsap Aging and Long Term Care and noted the contract’s role in sustaining services to older adults and their caregivers.
