At the March 26 Lowell Conservation Commission meeting members voted to authorize all conservation agents to sign routine documents on behalf of the commissioners to streamline administrative processing.
Commissioners also discussed a recent Lowell City Council meeting in which councilors proposed forming a tree committee. Commissioners clarified that the conservation commission’s jurisdiction focuses on wetlands protection and activities within 100 feet of resource areas; tree removal outside that zone typically falls to the city’s tree warden or the Department of Public Works. One commissioner said the city manager and councilors had suggested hiring an arborist to assess at-risk trees rather than relying solely on DPW crews.
A motion to authorize agents to sign was made and seconded and passed by voice vote. Commissioners asked staff to monitor any city-level developments on a tree committee or municipal arborist and to bring updates to future meetings.
