The Odessa City Council on March 25 authorized the interim city manager to execute a contract extension and purchase order with Motorola Solutions for maintenance and support of the Premier 1 Computer-Aided Dispatch (CAD) and mobile records system at a cost of $78,369.
Staff told council the city has used the current CAD since March 2014 and began procuring a replacement system after recurring outages and service issues. American Rescue Plan Act (ARPA) funds were used toward the new CAD purchase; staff said the new contract price rose by $166,809 between award and signature, and that the IT department had budgeted $370,000 for the year for CAD. The $78,369 represents a three‑month maintenance extension to cover the city until the new system is fully implemented.
Staff said delays in configuring the new system to the city's specifications and a recent network outage delayed the go‑live date. The current Motorola maintenance agreement was set to expire April 1, and the extension will ensure vendor technical support remains available during cutover.
Council approved the extension unanimously and staff said the extension contract paperwork would be routed to the city manager's office the next day.
