Committee staff said the bill modifies requirements for commissioners at the Horse Racing Commission, removes a requirement establishing the number of live races per day for a race meet, reduces the annual threshold that triggers a licensee withholding 1.3% of daily gross receipts payable to the commission from $50 million to $20 million, and clarifies that licenses for race meets that are not nonprofits may retain 15% of daily gross receipts. Staff reported no amendments and described the bill’s fiscal impact as indeterminate.
A committee member moved that HB 1327 receive a due-pass recommendation and be sent to the Ways and Means Committee. Members approved the motion by voice vote; the chair announced the bill passed the committee “subject to signature.”
Staff materials listed Senator Fortunato as the Senate companion sponsor earlier in the process and recorded that the bill had passed the House 19-5. The committee did not adopt additional changes at the March 26 meeting.
