Council refers Coalition for Green Capital grant application to future consent agenda

Salt Lake City held a public hearing March 25 on a grant application to the Coalition for Green Capital Municipal Investment Fund, which would provide technical assistance to develop funding and financing strategies for renewable-energy projects. After brief public comment, the council voted 7-0 to refer the item to a future consent agenda for action.

Sylvia, the council policy analyst, said the grant — if approved — would provide technical assistance to “develop a funding and financing strategy, raise capital and deploy financing in support of Utah renewable communities projects” and that the city’s goal is to attain 100% renewable electricity (as stated in the staff remarks). During the hearing, public commenters raised oversight questions. Ernie M. asked who would oversee the fund, how accountability would be enforced and what would happen if stated goals were not met. “My concern is oversight — not only in the ways in which the money is being spent, but particularly who the overseers, in fact, will be and what sort of accountabilities apply,” Ernie said.

A council member moved to close the hearing and refer the item to the consent agenda; the motion passed unanimously. No final award or agreement was authorized at the meeting; referral places the item on a future consent agenda where the council may take action without further public hearing if allowed by council rules.
