The Salt Lake City Council on March 25 adopted a joint resolution with the mayor designating March 31, 2025, as International Transgender Day of Visibility in Salt Lake City. The motion to close the public hearing and adopt the resolution passed 6 to 0 with Council Member Pui absent.
The resolution, read aloud by Council Member Wharton during the meeting, affirms the city’s intent “to champion the rights, dignity, and equality of transgender and gender diverse individuals” and encourages residents to engage in educational initiatives to counter discrimination. The resolution text notes recent legislative activity in Utah and nationally and states the city’s desire to stand in solidarity with transgender people.
After the vote, the council invited Jackie Asioli of the Utah Trans Coalition to the podium; the person who spoke identified themselves as “J. K. Ciolo, executive director of Nuonua Collective,” and thanked the council and mayor for the proclamation. “Visibility is resistance,” J. K. Ciolo said, and urged continued collaboration between city leaders and transgender advocates. Ciolo also asked the city to move beyond proclamations to concrete action, raising access to healthcare, public-space protections and continued partnership as priorities.
The council did not attach specific follow-up tasks, funding, or ordinance changes to the proclamation during the meeting. The resolution is symbolic recognition and does not by itself change city policy or funding.
City staff indicated the resolution will be published with the council’s official actions and the council took a photograph with coalition representatives following the brief remarks.
Votes at the meeting on this item were recorded as a 6-0 passage with Council Member Pui absent.
