San Luis council approves Los Mesquites Unit 5 final plat; traffic-signal condition remains

San Luis — The San Luis City Council approved the final plat for Los Mesquites Unit 5, a proposed 11.83-acre subdivision that will create 51 residential lots, subject to existing development agreements and a retained condition requiring developers to construct specified traffic signals.
Assistant Director of Development Services Juan Leon Rubio presented the final plat and said the lots range from about 6,000 to 6,375 square feet. He told the council the application was reviewed by staff and the Planning & Zoning Commission, which recommended approval subject to conditions.
Rubio summarized the conditions: the developer must comply with the previously approved development agreement (identified in the staff presentation as resolution number 2204) and associated rezoning ordinance language. He said staff’s review shows all conditions have been met except condition number 3, which requires developer development and construction of improvements necessary for signalization at two intersections (County 20/Fourth Street & Avenue E and County 23.5/Avenue E) in accordance with city and ADOT standards and subject to the city-code payback provision (section 15.10 0.13 c).
Rubio said the city has assurances that the signals will be constructed and staff is reviewing the timing and installation details. Councilmember Maria Cecilia Cruz said she would vote for the item based on the planning commission and staff recommendation and thanked staff for the site photos and presentation.
The motion to approve the final plat passed unanimously. Staff noted future coordination with the developer and ADOT will be required to meet the outstanding signalization condition.
Ending: Development Services will work with the developer to finalize timelines and ensure required improvements are completed per the development agreement and city standards.
