Resident raises safety concerns about Trubisky Road construction traffic control and drainage

At the public comment portion of the March 25 Richmond Heights City Council meeting, resident Romas (Ramos) Pludjinskas of 504 Road raised two related concerns: alleged inadequate traffic control at recent construction sites (notably Trubisky Road and Highland Road) and blocked drainage ditches that prevent proper stormwater flow.
Pludjinskas said contractors were not following their traffic plans and described visible safety problems: "There was no traffic control there. They just filled in the trench. They just threw up a couple barrels, and off there went no signage. There was no proper taper." He also said temporary road surfaces had large potholes and that "these guys are getting away with murder," citing his experience in traffic maintenance.
A city staff member responding from the dais said the city approves a Maintenance of Traffic (MOT) plan submitted by contractors and that the city ensures the plan is followed; the staff member noted that in the Trubisky case the location and existing road condition made compliance difficult and that some contractors and flagging companies had not followed the plan.
On the drainage concern, Pludjinskas said downstream ditches on Trubisky are blocked and that Richmond Heights (he said) has many drainage ditches the city is responsible for maintaining; he asked whether the city could clear them. The mayor replied that the service director would be asked to follow up; the mayor said the city believes some drainage responsibilities rest with residents but that the administration would coordinate with the service director to inspect and act as appropriate.
The mayor directed follow-up and the council asked staff to coordinate with the service and engineering departments on enforcement of approved traffic control plans and on inspection/cleaning of drainage ditches where city responsibility applies.
No formal action was taken at the meeting; this was a request for staff follow-up and inspection.
