Council approves $675,000 appropriation for SR 96 emergency stormwater pipe replacement

Public Works staff described a corrugated metal pipe that had deteriorated and collapsed in places, contributing to backups and flooding in adjacent parcels. The project required coordination with WSDOT, the city of Everett and private property owners; limited night work with lane shifts was used to avoid a full highway closure.
Director Todd and other staff said contractor West Construction installed a new lined pipe designed to reduce sediment build-up and extend service life. Staff explained the project schedule, temporary pavement and planned restoration of sidewalks, striping and landscaping following the repair.
Councilors considered a budget ordinance to add the SR 96 emergency stormwater pipe replacement as a capital project and to appropriate $675,000 from the Surface Water Utility Fund (Fund 401) to cover construction, inspection and a contingency. The staff memo noted the city’s surface-water reserves and that funds not spent would return to the fund balance.
The council adopted the ordinance by unanimous vote. The motion added the project to the CIP as ST00006 and appropriated $675,000 from the Surface Water Utility Fund for design, construction and contingency. Staff said substantial construction work was expected to conclude later that week, with paving and final restorations to follow.
Action: Ordinance amending the capital improvement plan and 2025–26 biennial budget to add SR 96 emergency stormwater pipe replacement (ST00006) and appropriate $675,000 from Surface Water Utility Fund 401. Motion passed unanimously.
