Board approves personnel hires and renewals after debate over bonuses and Sunshine Law concerns; one member objects

The Little Miami Local School Board approved a package of personnel items — continued hirings, contract renewals and replacements for resignations and retirements — at its March 20 meeting after debate about bonus and “pickup” items. The motion passed on a roll call, 4–1, with board member David Wallace recorded as voting no.
Superintendent Regina Morgan asked the board to approve all items under personnel and staff summarized categories including continued hiring, renewals, and replacements. Board discussion focused on whether certain personnel items that included additional pay (described by some members as “bonuses” or pickups) should be separated from the general personnel consent to allow separate votes. One board member said separating items is possible and questioned whether bonuses are appropriate while the district continues an emergency-levy extension conversation; another member said bonuses are part of compensation and support retention.
Board members also debated whether individually calling each board member when questions arise about personnel constitutes a violation of Ohio’s Sunshine Law; two board members expressed differing legal interpretations during the meeting.
When the board took the roll call vote on the personnel agenda, four members voted yes and one voted no. The personnel items were approved and will be processed according to district hiring and contract procedures.
The transcript records the board welcomed Patrick Clark as a new assistant principal at the ECC during the personnel portion of the meeting.
