Select Board approves host-community agreements with three cannabis operators

The Town of Templeton Select Board voted Wednesday to approve multiple host-community agreements (HCAs) for proposed cannabis businesses, including Black Bynes LLC, Tempest Incorporated, and a combined HCA covering Royal Sun Cannabis LLC and Budrunner LLC.
Attorney Christine Bailey and applicant representatives attended for Black Bynes LLC. Town counsel advised the board that the draft agreement had been updated to align with the Cannabis Control Commission’s preferred signature block and to clarify language about community-impact fees. After brief discussion, the board approved the HCA with Black Bynes and amended the authorization to require the incoming Select Board chair to sign the agreement. The motion passed 5–0.
Later the board considered HCAs for Tempest Incorporated and a combined HCA for Royal Sun Cannabis LLC and Budrunner LLC. Applicants and their representatives said prior paperwork had been rejected by the state because signatures lacked printed titles; those changes were corrected in the resubmitted HCAs. Town counsel identified a section (effective date/term) that still referenced an older date; board members moved to amend the effective date and term language to current dates before approving. The board approved both HCAs by roll-call votes, again authorizing the incoming chair to sign, and recorded the approvals as 5–0.
Town counsel noted the HCA templates are similar to other recently executed agreements and include the minor changes recommended by the Cannabis Control Commission.
The approvals allow the applicants to proceed to state licensing steps; the HCAs do not themselves grant state licenses and note that final licensing approval remains subject to the Cannabis Control Commission and state processes.
Motion language specified the signature authorization to be the incoming select-board chair to avoid state-level procedural issues around the signatory line and ensure the agreements meet the commission’s format requirements.
