Select Board requests CDBG extension to finish School Street neighborhood infrastructure work

The Town of Templeton Select Board voted Wednesday to request an extension of federal fiscal year 2022–23 Community Development Block Grant (CDBG) funds to complete the School Street Neighborhood Improvements Project.
Linda Overing, Templeton’s CDBG grant administrator, told the Select Board the town received a $1.35 million award in July 2023 to upgrade water, drainage and roadways on School, Cottage and Vernon streets and to coordinate work with Municipal Light & Water and a Baldwinville school development. Ty and Bon (Ty and Bond) engineers reported water-main work was completed in late 2024, drainage on Vernon and Cottage is largely finished, and drainage and permanent trench repairs on School Street remain. Construction is expected to continue into the summer, with the physical construction phase projected to finish in June 2025.
Overing said some final engineering closeout and pay-requisition tasks will extend past the grant’s current June 30 end date. The board voted unanimously, 5–0, to request that the Executive Office of Housing and Livable Communities extend the CDBG performance period to Sept. 30, 2025, to allow final payments and closeout. The motion also extended the town’s contract with Ty and Bond and the town’s contract with CDBG administrator BreezeWay Farm Consulting, Inc., to Sept. 30, 2025, and authorized the interim town administrator to sign extension documents should the state approve the request.
Engineer Alex Bothalette (Ty and Bond) said pavement reclamation, sidewalk installation, ADA-accessible crosswalks, pavement markings and final loam-and-seed punch-list work remain. He said the contractor prioritized early water-main repairs after winter main breaks and that the team has coordinated schedules with the Baldwinville school developer to avoid rework.
A resident raised a driveway-slope concern after winter frost settling; project staff said final pavement and trench repairs will address localized settling and that seasonality (allowing freeze-thaw cycles) can reveal areas requiring further attention.
The board’s motion authorized staff to sign the extension request and to extend the professional services contracts pending the EOHLC’s approval.
