District posts final methane testing report for proposed Shapiro middle school site; finds no hazard

District administrators and city staff presented results of methane and volatile organic compound (VOC) testing tied to the proposed consolidated middle school site at Shapiro during the Feb. 26 meeting.
The district engaged an engineering firm to evaluate potential risks connected to historic landfill and quarry activity near the Shapiro site. Administration said the final report “confirms that there is no risk of hazard from methane gases or other volatile organic compounds (VOCs) at the proposed site.” The district administrator noted internal testing was also completed and that the full final report and a fact sheet were posted on the district’s referendum web page.
Officials said the city is maintaining ventilation systems at adjacent former landfill sites and that the mitigation measures are functioning. District staff told the board they do not expect additional mitigation work will be required for the school building. The administrator acknowledged community questions about “no trespassing” signs at nearby landfill sites and said those signs are intended to prevent unsafe public use (for example, pet owners not cleaning up) rather than to signal an active hazard.
Board members asked technical and procedural follow-ups: whether in-building testing occurred (administration said indoor air and VOC testing was performed) and whether alternate sites such as South Park remained legally possible (staff said exceptions exist but pursuing them would have required additional municipal approvals and could have missed referendum scheduling deadlines). A board member noted the new middle-school solution cost estimate is $800,000 less than a previously considered option.
