Referendum work shifts to bidding phase; board seeks clarity on West High grandstand schedule

Staff said many more bid packages will follow through April.
District projects from the 2022 referendum were described as wrapping up or in punch-list stages, including interior renovations at Preble and West and completion of a West grandstand project that has been delayed. Board members pressed for a clear timeline for West's grandstand finish and asked about the role of a cell-tower vendor, Crown Castle.
Kale said contracts are in place to move the cell-tower equipment and complete grandstand construction, but the work cannot begin until ground conditions allow new foundations to be poured. He said the district does not have a direct contract with the contractor and that the cell-tower vendor's contract is with the city of Green Bay. "We do have commitment from them," he said, adding the vendor has met with the district's project team almost weekly. When trustees asked whether there is a contractual deadline to compel the vendor to move its equipment, staff replied the vendor's contract does not include a scheduled move date but does include fixed pricing.
Board members said the delays have affected students and activities already (marching showcase, delayed holiday concert at West) and urged staff to seek stronger schedule assurances or to return with options to accelerate the work. Staff said they would look into whether a date could be attached to the vendor contract and would report back.
