Finance committee bundles archives repairs, one-year Flock camera service and health grant into amendment to send to commission

The Bedford County Finance Committee voted to bundle three separate items into a single budget amendment, to be forwarded to the County Commission as Amendment 5.

Committee members approved packaging a request from the county archives to fund preservation work on the Archives Building, a one-year contract for Flock license-plate reader services, and a health-department pass-through grant into the amendment.

The archives request, presented by archives staff, seeks funds to repair the building’s roof and to install compact shelving to expand secure, climate-appropriate storage space. Archives staff described the work as focused on the physical preservation environment, not a full renovation, and said compact shelving would increase usable storage in a single area of the building.

Committee members agreed the archives work would be paid from restricted public-records commission funds. The committee noted those restricted preservation funds can only be used for records-preservation purposes and that no new county money was required for this portion.

The committee also approved sending a one-year service purchase for Flock license-plate readers to the commission. Law-enforcement representatives explained the sheriff’s office would absorb the first year’s cost from current-year budget lines but would request recurring funding in next year’s budget if the service continues. Committee discussion referenced a roughly $47,000 figure for one year of service as presented during the meeting; the committee agreed that ongoing service beyond the funded year would require a future budget appropriation.

Finally, the committee approved adding a health-department grant to the amendment as a pass-through item. County officials explained the county must budget the grant upfront so it can act as the conduit for funds; the county will forward the grant dollars to the health department and be reimbursed as appropriate.

All three items were described at the meeting as components of a single amendment (Amendment 5) to be considered by the full County Commission.

Votes and formal motions related to these items were taken during the meeting, and the committee voted to forward the package to the County Commission.
