County approves $1.18 million ADA sidewalk and road work at Camino Jacobo public-housing site

The Santa Fe County Board of County Commissioners voted March 25 to award a construction contract to GME Construction, LLC, for Americans with Disabilities Act (ADA) sidewalk and road upgrades at the Camino Jacobo public-housing site.
Bill Taylor, a county capital/contracts presenter, said the contract (Agreement 2025-0269) totals $1,183,012.49, exclusive of New Mexico gross receipts tax, and is based on specifications prepared by the engineering firm Bohannon & Huck/Houston and submitted under the statewide price agreement. County staff said the scope covers long-needed ADA improvements at the public-housing facility.
Commissioners pressed staff for landscaping and cooling measures during discussion. Commissioner Justin Green said the construction scope lacks trees and irrigation infrastructure and called the plan “an incomplete project,” urging the county to include tree plantings, irrigation sleeves under sidewalks and other green infrastructure to avoid creating a heat island. Commissioner Lisa Kokari Stone and Chair Camilla Bustamante supported exploring additional funding to add plantings and sleeves after construction if they could not be accommodated within the current contract.
Commissioner Green moved approval and Commissioner Kokari Stone seconded. The motion carried by voice vote; the board delegated authority to the county manager to finalize and sign the contract and related purchase orders.
Ending: County staff said they will explore supplemental funding or program options to provide landscaping or irrigation sleeves so future planting can be installed without sidewalk reconstruction.
