Richland County’s Rules and Strategic Planning Committee on May 5 debated whether to require standing committees to approve monthly bills or to adopt a minimum quarterly-reporting standard for departmental expenditures.
Administration staff explained that the existing administrative manual instructs department heads with regularly scheduled oversight committees to provide documentation of expenditures for approval and suggested replacing that monthly-approval language with a requirement for minimum quarterly reports comparing actual spending to approved annual budgets. The proposed change aimed to reduce duplicative agenda items while maintaining transparency.
Several committee members opposed moving to quarterly-only review for large-budget departments. Supervisors noted that agencies such as Pine Valley, Highway and Health and Human Services process a large number of line-item charges monthly, and committee members said monthly review supports accountability. Others said many committees already receive monthly reports and that pockets of inconsistent practice across committees have led to confusion.
Accounting staff clarified existing operations: accounting prepares monthly expenditure reports for most departments, and some large departments already receive and reconcile separate cash-balance reports. Staff also noted certain recurring operational bills (utilities, credit cards, etc.) are typically prepaid and would continue to be handled administratively. The audit role also remains in a staff/administrative review capacity.
No final amendment to the administrative manual or body-structure document was adopted at the meeting. Committee members agreed to refine proposed language and bring clarified options back to a future meeting so the committee can choose consistent countywide practice while allowing monthly review for large-budget departments if needed.
