The Rules and Strategic Planning Standing Committee approved a service-consideration matrix intended to guide committees, administrators and department heads in evaluating county services, particularly nonmandated programs, during budget and capital planning.
Staff described the matrix as a tool that quotes the strategic plan's prioritization questions and provides a structured response column for oversight committees. The plan is to distribute the matrix to oversight committees as part of the administrator's financial-planning rollout; committees would use the matrix to assess courses of action for services and recommend whether levy support should continue, be modified, or eliminated.
Administrator-level staff said they plan a public information session on June 17 at the Phoenix Center to present the county's financial condition and wish list; the matrix would be used in tandem with that process. Staff also suggested using ARPA funds temporarily to preserve certain nonmandated services while oversight committees evaluate alternatives. Supervisor Cosgrove moved approval of the matrix; Supervisor Frank seconded the motion and it carried by voice vote.
Committee members discussed that some departmental services are partly mandated and partly discretionary and noted the matrix is intended to assist in distinguishing mandated from nonmandated functions for budgeting purposes.
