Richland County veterans committee requires monthly expenditure reports from CVSO

The Richland County Veterans Service Committee voted to require the county veterans service officer to provide a detailed monthly report of expenditures and approved the minutes from its last meeting.
The motion to require monthly, itemized expenditure reports was made by Commissioner Don Seeb and seconded by Supervisor Van Nelson. Seeb said, “I move that the board be provided with a detailed report of monthly expenditures.” The committee voted in favor with no recorded opposition. The committee also moved and approved the October meeting minutes earlier in the session.
Committee members framed the motion as an accountability measure. Commissioner Seeb said the committee has an oversight role and requested the reports to show “where the budget is and what remaining balance is available on a monthly basis, not just on a year-to-date basis.” Staff and committee members discussed that some expense lines are over target while overall budget totals remain under the annual allotment.
Karen Knott, the county veterans service officer, said the county board’s policy generally requires monthly expenditure reports only for committees that meet monthly and noted the office has followed existing county procedures. “The county board policy is that committees that meet every month have to put out a monthly expenditure bill,” Knott said during the discussion, and she agreed to provide the requested report going forward.
Committee members also asked for an accounting of expenses related to a recent conference in Fond Du Lac. Knott confirmed staff travel and related expenses were submitted and reimbursed through finance; the committee asked the office to include details for that event in the next monthly statement.
