Board set to award Microsoft EES licensing contract to CDW, district requests allowance for growth

Barrow County School System officials asked the board to approve a districtwide Microsoft Enrollment for Education Solutions (EES) licensing agreement with CDW of Vernon Hills, Illinois, at an annual cost of $221,602.77 and the option to renew for up to five years.
The district posted an RFP and received 12 responses. Staff said the lowest bidder did not meet the RFP’s EES licensing requirements and the second-lowest could not verify an authorized reseller agreement or supply chain. CDW met terms, has prior business with the district and is not listed on SAM.gov exclusion lists, the presenter said.
To accommodate system growth and market fluctuation, district staff recommended including a maximum 5% cost increase allowance per year and asked for board approval to renew in years four and five if desired. The presenter said per-license pricing for years one through three would not change; total cost increases in those years would be due only to adding licenses for growth.
The superintendent recommended awarding the renewal to CDW; the item was moved to consent for formal approval.
Why it matters: EES licensing covers Windows, Office, email, Teams, endpoint security and home-use benefits; the contract affects district operating costs and staff/student access to licensed Microsoft products.
