Humboldt County Association of Governments staff told the board on March 20 that their contract with the prior auditor had ended and two proposals were received for fiscal and compliance audits required under state guidance. A review team recommended Davis Farr (CPA, Irvine, California), and the board directed staff to enter contract negotiations.
Staff said local firms were contacted but no local auditors responded; TDA (Transportation Development Act) audits require specialized experience and local firms historically have not bid on the work. The recommended contract would cover the fiscal years 2024‑25, 2025‑26 and 2026‑27 audits.
Why it matters: HCOG must meet state audit requirements and submit fiscal and compliance audits to the state controller’s office by statutory deadlines. Staff reported audits are due to the state controller by March 31; the current auditor is finalizing deliverables and staff expect the final audits to be sent to the state on schedule and presented to the board at the April meeting.
Board discussion included confirmation that the recommended firm had stronger proposal scores and that the cost of audits has risen. The board voted to direct the interim executive director to negotiate contract terms with Davis Farr.
