Supervisor McCollough moved the resolution and Supervisor Barrack seconded. County highway staff said the parcel (described in materials as a crosshatched triangle on the packet map near Biffinger's Rest in Cedar Creek) had informal encroachment by rock piles and parking; since the 2017 road reconstruction removed a large asphalt area and clarified the roadway, the county is prepared to return a small amount of land to private ownership. Staff said the acreage is small (a few thousand square feet), will return to the tax rolls, and will not eliminate the 50-foot sight-line area the county retains.
Staff said the county does not expect to receive payment for the discontinuance because of the way the right-of-way was obtained, but the tax treatment will revert to private ownership. The committee voted; the motion carried with all present voting aye. The action will require county board approval as the next step.
Staff emphasized that they retained the sight-line area to preserve safety and noted the reconstruction and access restrictions have reduced crashes and clarified the road edge compared with the earlier free-for-all parking conditions.
