Committee approves batch of GIS service agreements replacing legacy MOUs with municipalities

Washington County’s executive committee approved a batch of geographic information system (GIS) service agreements with several municipalities, a change staff said will replace older memoranda of understanding (MOUs) and formalize fee-for-service arrangements.
A county staff member explained the agreements convert long-standing ad hoc arrangements into written service contracts similar to existing agreements the county already has with the City of West Bend, the City of Hartford and other partners. Staff said the municipalities requested the service agreements and that the county has historically provided GIS services on a time-and-materials basis.
Committee members agreed the resolutions could be voted in a single batch for approval while keeping separate contract records in the minutes. The motion to approve the service agreements en masse was made by Supervisor Kelly and seconded by Supervisor Schwab; the committee approved the batch by voice vote.
Staff noted capacity considerations and said they will monitor whether they have sufficient staff time to deliver the new agreements while maintaining existing obligations.
