Executive committee approves CIP; recommends shifting sales-tax dollars to property tax relief

Washington County’s executive committee approved a biennial capital improvement plan (CIP) that includes updates to project timing and funding and a proposed increase in sales-tax allocation to property tax relief.

A county budget official told the committee the proposed plan increases the amount allocated to property tax relief by roughly $9,966,000 (an approximate 55.5% increase in the proposal compared with the previous operating budget allocation). The official said the change is intended as a hedge against uncertainty in the upcoming state budget and to partly close an anticipated $1.5 million operating gap next year.

Committee members discussed several project changes and timing updates captured in the document: moving an urgent cast-iron pipe replacement in the jail to an earlier date, adding a general renovation placeholder for the jail in 2030, and listing a group of Fair Park and PAC facility needs in later years so those costs are visible during master-plan discussions. The packet also notes adjustments to funding sources in several places, including use of opioid-settlement dollars for an electronic health-record upgrade in Human Services and a mix of golf enterprise funds and debt for the golf clubhouse project.

The committee chair and budget staff said the sales-tax shift remains reversible until later budget steps; staff advised the committee that meaningful reversal would be more difficult after major operating decisions are finalized in September or October. Committee members approved the CIP and directed staff to present more detailed budget scenarios to the full county board.

The motion to approve the CIP resolution and the plan was seconded and passed by voice vote.
