Finance staff introduced draft service contracts for several outside organizations that receive county funding and recommended using contracts rather than treating the allocations as unconstrained donations. The draft contracts are for Hayward Lakes Visitors Convention Bureau, the LCO Economic Development Corporation (EDC), the Senior Resource Center (to replace an MOU) and the fair organization.
The presenter said the contract templates include an appendix listing expected services or deliverables (for example: visitor guides, marketing, visitor-center operation for Hayward Lakes; business outreach for the EDC; a multi-day fair with youth activities for the fair). The stated goal is to clarify expectations during the budget process and to make it easier for the county and the organizations to review whether funded tasks were completed.
Finance staff told the committee that some entities (libraries, transit, MEMA COG) operate under statute, bylaws or existing operating agreements and thus are not part of this proposed contract set. Staff said they had circulated draft contracts to the affected organizations and planned follow-up meetings to refine the language.
Committee members asked clarifying questions; no action was taken. The presenter said staff would meet with the organizations and return revised drafts to the committee for further discussion.
