Supervisor Wilson moved to award the contract; Supervisor Bridal seconded. County staff described the project as a 30-by-100-foot (3,000-square-foot) insulated building with heat and water to store and maintain county equipment including a salter truck, mowers and other grounds equipment. "The lowest most responsible and responsive bidder was Corporate Contractors of Beloit in the amount of $605,673 and this also approves this $770,000 contingency fund for the unforeseeable issues that may arise," the presenting staff member said.
Supervisor Knutson opposed the purchase at this time, saying the county should address workspace shortages inside the DWRC before spending on a separate building. "Before we spend this kind of money we need to fix the workspace issues within the building," Knutson said, arguing that shared county garages could be used for some repairs. Other supervisors asked staff to describe how equipment is currently stored and what could cause the contingency to be used. A staff member, identified in the transcript as Brett, said some equipment is currently stored off-site or in rented containers and noted potential soil issues on the site that could increase costs during excavation.
Supervisor Townes confirmed the $605,000 figure was included in the budget. Supervisor Mawhinney asked about building size and site features; staff answered the building is 3,000 square feet, insulated, and includes heat and water. Supervisor Sutherland asked for examples of what might trigger contingency spending; staff cited prior site soil problems and the possibility of additional undercut and import of soil if borings reveal unsuitable soils.
The motion passed on roll call, 21 yes, 5 no, 3 absent. The approved authorization includes the specified contingency amount for unforeseen site or construction issues; the Board record does not show required further approvals for use of contingency funds beyond standard contracting procedures.
