Committee postpones GAV Ventures petition, discusses GIS contract and sets next meetings

At its meeting, the Richland County committee moved several procedural and operational items: members postponed a zoning petition for GAV Ventures LLC, approved meeting agenda and minutes with corrections, discussed GIS staffing and an RFP for property-listing work, deferred short-term-rental work and set the next regular meeting for Nov. 28 at 3 p.m.

During the zoning petitions segment, the committee addressed a petition by "GAV Ventures LLC" but had no on-site representative and a Webex attendee logged in as "guest" did not identify as the applicant. The committee voted to postpone the petition until the next meeting after a motion to postpone and a second; the transcript records the motion as passed by voice vote.

The committee discussed the county's options for a GIS sanitation position or contract to improve property-listing workflows and mapping. Staff said MIS and a contractor (MSA) are providing interim support and that the committee wants to map the internal workflow before issuing a formal RFP. The chair said the goal is to issue an RFP in December and, if contracting, start by Jan. 1; staff described steps to gather input from internal users and, if necessary, invite other counties to share their implementations.

Committee members noted they would defer more intensive short-term rental (STR) research until December and suggested making STRs a project for winter months. The group set its next regular meeting for Nov. 28 at 3 p.m.; members discussed conflicting publication deadlines and agreed to proceed with that date.

Procedural votes recorded during the meeting included approval of the meeting agenda, approval of minutes for prior meetings after typographical corrections, approval of the Kenyan rezoning petition, approval of the wildlife damage budget and a motion to adjourn. The GAV Ventures petition was postponed.
