County clerk seeks to charge municipalities for WISVote data entry; board approves fee schedule and MOU

The Richland County Board approved a memorandum of understanding and fee schedule allowing municipalities to contract with the county to perform required WISVote (election management) data entry starting Jan. 1, 2023. County Clerk Clark Kalish told supervisors the county historically performed this data entry at no charge for towns and villages but that with reorganization of the clerk’s office and increased workload the county can no longer absorb the time without charging a fee.
Kalish said the fee schedule is tiered by the number of registered voters in each municipality, was reviewed against practices in similar counties, and will be re‑evaluated annually. He said the city of Richland Center already performs its own data entry; the county clerk’s proposal would let other municipalities decide whether to sign an annual MOU with the county or retain responsibility themselves.
Kalish told the board he had shared the proposed schedule with townships and villages at a post‑election meeting and that three MOUs have been returned so far. The board approved the resolution authorizing the fee schedule and clerk to sign the necessary agreements (resolution 22‑113) by voice vote.
