Board updates employee handbook to add recruitment, benefits clarifications and delegate some administrative authority

The Richland County Board on Tuesday approved a package of amendments to the county employee handbook intended to clarify procedures and aid recruitment and retention. County Administrator Tom Langrick summarized the changes on the floor, saying the finance and personnel committee retains authority over personnel matters but that the handbook edits remove redundant definitions and add clarity on pay periods, leave of absence procedures, compensatory time, vacation accrual and payout rules, and health insurance eligibility under the Affordable Care Act.
Key changes include updated vacation accruals for new hires, a requirement that vacation be used within 18 months with limited payout rules for long‑tenured employees, and clearer rules that probationary employees who do not complete probation are not eligible for payout of advanced vacation. The handbook also formalizes use of an employee trust fund high‑deductible health plan and clarifies that the county will require time cards and specific procedures for compensatory time and leave reporting.
Langrick said department heads reviewed the proposed handbook and that changes are intended to standardize and modernize county personnel practice. Board members discussed specific leave questions and were offered the opportunity to bring further amendments to the finance and personnel committee if needed. The board adopted the amended handbook by voice vote (resolution 22‑114).
