County staff report Richland County currently ineligible for ARPA Tribal Consistency discretionary funds

County staff reported the county is currently ineligible for a discretionary fund established under the American Rescue Plan known in the packet as the Tribal Consistency or Local Assistance fund.
Administrator Clint Langrick explained committee members that the federal program uses two principal eligibility lists: counties with demonstrable negative revenue impacts tied to federal programs such as Payments in Lieu of Taxes (PILT) and counties participating in the Fish and Wildlife Service—s refuge revenue-sharing program. Langrick told the committee Richland County appears not to meet the necessary state lists and therefore is ineligible.
"We're one of the few in the state that is determined to be ineligible," Langrick said, summarizing the packet material. He said staff are investigating whether an inaccuracy or oversight might exist in the eligibility determination.
Langrick described the rules of eligibility as tied to the Department of the Interior-administered PILT and the Fish and Wildlife Service—s refuge revenue-sharing program and noted neighboring counties had received amounts (county examples referenced in packet included Iowa County and Grant County). He told the committee the links and lists are included in the packet for review.
Committee members did not take further action; staff said they would continue to "beat the bushes" to confirm whether the ineligibility determination is final or subject to correction.
