Members of the Richland County Finance and Personnel Committee directed staff to improve access to personnel documents, reconcile multiple administrative manuals and set a timeline for a strategic-plan update.
During discussion of agenda item 10, committee members said county personnel policies and administrative manuals appear out of date and inconsistent across files. A supervisor identified a physical copy of the “Handbook of personnel policies and work rules of Richland County” that she said was updated Oct. 25, 2022, and noted that the county’s online folders and archived documents contain older versions.
Why it matters: committee members said clear, consistent personnel policies and accessible files will help the interim administrator and department heads and will feed into any strategic-plan update. One member observed that two different versions of the administrative manual exist and that the discrepancy had caused conflicting guidance to staff.

- Staff were asked to find and place the current personnel handbook and key administrative documents where committee members can access them on iPads and in the county file system. - Members discussed updating personnel policies; one person said the last fully located version they could find bore a 02/2019 date but another member reported a 10/25/2022 update given at onboarding. - The committee agreed to add a future agenda item to set a timeline for revising the county strategic plan and to coordinate that timeline with personnel-policy updates and administrative reorganization.
No final policy changes were adopted; the committee emphasized the need to support the interim administrator, consolidate policies, and begin strategic-planning work once administrative capacity allows.
