The Executive & Finance Committee approved forwarding to the full county board a contract to pay Delta 3 $15,500 to begin a multistage engineering study of the Valley Community Building water reservoir.
County staff reported the DNR inspection identified structural issues at the reservoir and noted exposed rebar and other maintenance needs. Delta 3 proposed a phased approach: an initial engineering study (the $15,500 first phase) to evaluate three options — repair the existing reservoir, connect to municipal water and sewer, or construct a small new water tower — and to provide cost estimates and grant-writing support for subsequent work.
Committee members asked whether earlier inspection reports were available; staff said an inspection history dating to 2018 exists but some newer reports (2023) could not be located and staff would attempt to recover them. Members also asked whether the work required a competitive bid; staff said Delta 3 is the only firm located that offered the needed combination of engineering and grant-writing support and described the $15,500 task as the planning/engineering phase of a larger project.
The committee voted to forward the $15,500 contract for the Phase 1 study to the full county board.
